About

The Russian Business Council (RBC) is the only Russian business association in the GCC countries, established in 2010 under the umbrella of the Dubai Chamber of Commerce. As a non-profit organization, RBC serves as a vital bridge between Russia and the United Arab Emirates, facilitating trade and mutual investments between Russia and the broader Middle East & Africa (MEA) region. With full support from the Russian Embassy in the UAE, the Council represents a significant network of approximately 3,000 Russian businesses operating in the Emirates, serving a community of 40,000 expatriate Russians and over 100,000 Russian speakers from CIS states.

RBC provides a comprehensive platform for companies, entrepreneurs, decision-makers, and influencers to engage in meaningful dialogue and foster sustainable business relationships. As a member of the Russian-Emirati Intergovernmental Commission, the Council plays a crucial role in supporting bilateral economic relations that date back to 1971. The organization offers invaluable resources including market intelligence, business setup consultancy, and guidance on navigating the regulatory frameworks of both markets. Through its diverse membership base—including Russian-owned companies, regional enterprises, and international corporations—RBC creates unique opportunities for networking, knowledge exchange, and business development across multiple sectors including aerospace, nuclear energy, IT, agriculture, and infrastructure.

Mission & Mandate

The Russian Business Council is dedicated to creating a favorable climate for Russian entrepreneurs to develop their business in the Middle Eastern and African markets, while attracting MENA business and investors to Russia.

Core Objectives & Strategic Initiatives:

Trade & Business Relations: Promoting and facilitating trade and business relations between the UAE, other MEA countries, and Russia by enabling direct communication and networking opportunities
Strategic Networking Platform: Providing a dedicated forum for like-minded entrepreneurs, investors, and business leaders interested in enhancing trade and investment ties to exchange experiences and create value
Business Education & Intelligence: Educating entrepreneurs by sharing appropriate sources of information relating to trade and investment opportunities, practices, and regulations in Russia and the MEA region
Business Support Services: Supporting business interests in Russia and the UAE by providing first-hand information, guidance, and consultancy on doing business and setting up operations in both markets
Events & Knowledge Sharing: Organizing annual forums, monthly networking events, conferences, and exhibitions to foster collaboration and showcase opportunities in various sectors
Government & Institutional Dialogue: Facilitating communication between the business community and government entities through membership in the Russian-Emirati Intergovernmental Commission and close cooperation with the Russian Embassy and Dubai Chamber
Information & Media: Publishing and disseminating information on trade relations, business developments, and investment opportunities between Russia and the MEA region through various media channels
