About

The Dubai Business Group for Paper and Tissue (DuPAT) is a non-profit business association established in September 2024 under the patronage of the Dubai Chamber of Commerce and Industry. DuPAT serves as the first dedicated industry body representing the UAE's paper, tissue, and corrugated board packaging sectors, which collectively comprise a US$2 billion industry. With approximately 30 founding members and a target of over 300 members, the group brings together manufacturers, converters, and stakeholders across the paper value chain.

DuPAT's primary role is to enhance the visibility and market acceptance of "Made in UAE" paper and tissue products in both domestic and international markets. The association supports member companies in expanding their market share, exploring export opportunities, and adopting sustainable manufacturing practices aligned with the UAE's Net Zero by 2050 commitment. Industry experts estimate the UAE's tissue and hygiene paper market alone at US$525 million, with kraft paper valued at US$450 million, positioning the sector as a significant contributor to the country's non-oil economic diversification strategy.

Through advocacy, standardization initiatives, and capacity building programs, DuPAT works to strengthen the competitiveness of UAE-based paper manufacturers while ensuring compliance with GCC Standardisation Organisation (GSO) standards under the Emirates Authority for Standardisation and Metrology (ESMA). The association provides a platform for knowledge sharing, fosters industry collaboration, and represents member interests in dialogue with government and regulatory bodies.

Mission & Mandate

DuPAT is committed to promoting the UAE's paper and tissue industry through market development, sustainability leadership, and industry excellence. The association supports members in achieving growth while advancing responsible manufacturing practices and contributing to the nation's economic diversification goals.

Key Objectives:

• Promote "Made in UAE" paper and tissue products in domestic and international markets, enhancing brand equity and exploring export opportunities

• Support industry adoption of sustainable practices aligned with UN Sustainable Development Goals, circular economy principles, and the UAE Net Zero by 2050 commitment

• Ensure implementation of GSO standards for tissue and paper products under ESMA to safeguard consumer rights and foster fair competition

• Promote Forest Stewardship Council (FSC) and PEFC certification for responsible sourcing of forest-based raw materials

• Organize training programs and workforce development initiatives to enhance industry skills and encourage adoption of Industry 4.0 manufacturing technologies

• Foster research and development initiatives aimed at innovation and continuous improvement within the paper industry

• Advocate for supportive policies and regulations with government bodies to promote industry growth domestically and facilitate global exports

• Facilitate networking and collaboration through industry events, exhibitions, and knowledge-sharing platforms connecting local and international organizations
