UAE International Investors Council

The UAE International Investors Council (UAEIIC) is a government-established platform created in 2009 through UAE Cabinet Resolution No. 429/2/2009 to support and protect Emirati investments operating in international markets. The Council serves as a vital bridge between UAE international investors and government entities, facilitating coordination among major Emirati companies with investments spanning over 90 countries worldwide. With a diverse membership base that includes sovereign wealth funds, government-owned enterprises, and private sector entities—such as ADNOC, Mubadala, Dubai Investments, DP World, and Majid Al Futtaim—the UAEIIC represents one of the world's largest portfolios of international investments.

The Council's primary mandate is to enhance the competitiveness of UAE international investments by consolidating investor efforts, minimizing challenges through strategic coordination with government agencies, and ensuring that overseas investments contribute to the UAE's economic diversification and sustainable development goals. Under the leadership of the UAE Minister of Economy as Chairman, the UAEIIC operates through a structured governance framework comprising a Board of Directors, Executive Committee, and Working Group Committee. Through regular meetings, international delegations, market analysis, and advocacy efforts, the Council provides essential services including investment opportunity identification, risk assessment, policy recommendations, and representation in foreign markets, positioning itself as an indispensable platform for advancing UAE economic interests globally.

Mission & Mandate

The UAE International Investors Council is mandated to protect and promote UAE international investments through effective coordination among investors and strategic communication with governmental agencies and overseas stakeholders. The Council's mission encompasses removing investment obstacles, exploring secure opportunities abroad, and providing expert guidance to enhance the global competitiveness of Emirati investments.

Core Objectives:

• Act as a strategic link between Council members and UAE governmental establishments to serve the best interests of the national economy and international investment community

• Provide a comprehensive platform for supporting, protecting, promoting, and expanding the interests and objectives of UAE international investors across global markets

• Coordinate positions of Council members to eliminate obstacles facing UAE international companies and facilitate smoother cross-border operations

• Collect, analyze, and share intelligence on national investments abroad, including assessment of economic measures imposed by host countries on UAE economic interests

• Represent Council members at meetings with third parties in countries hosting UAE investments to realize investor interests and strengthen bilateral relationships

• Build and maintain a comprehensive database of foreign investment opportunities and provide accurate analyses on investment environments in global markets

• Develop scientific studies and analytical reports on foreign markets and their promising sectors to inform investment decision-making

• Provide governmental entities with expert opinions and recommendations on policies, international agreements, and legislation relating to international investments

Strategic Approach:

• Hold regular meetings with government representatives on matters concerning UAE international investments and conduct quarterly periodic meetings with members

• Establish and maintain links with governmental and non-governmental bodies inside and outside the UAE to strengthen investment networks

• Facilitate coordination between UAE investors operating in overseas markets to enhance collective bargaining power and information sharing

• Organize official participation in international business delegations, foreign visits, conferences, exhibitions, and trade missions

• Send exploratory delegations to assess investment opportunities in international markets and conduct due diligence on potential investments

• Receive and engage with foreign trade delegations to develop mutually beneficial relationships and explore partnership opportunities

• Promote UAE investment abroad, position the UAE as a leading international investor, explore new markets for development and growth, and advance corporate advocacy initiatives
